Phase 0.63 completes the public theme contract and adds bounded tooling for component interoperability.

• Custom themes resolve through default component styles without application CSS.
• Resolved themes support canonical CSS and design-token JSON export, inspection, and conformance diagnostics.
• Components expose registry-derived parts, slots, state hooks, and portable state matrices.
• Explorer and headless tooling provide bounded, redacted interaction profiling.
• Static checks and React migration guidance remain deterministic and non-executing.
• Progressive style bundles, visualization themes, and isolated React islands remain opt-in and retain ordinary fallbacks.
